Why Do You Prohibit Free-Mixing When Men and Women Mix During Ṭawāf? Sheikh Fawzan ḥafidhahullāh says: Some people say: Don't women mix with men in the areas of ṭawāf and saʿī? We respond: This is a different matter. Ṭawāf and saʿī are acts of worship in which it is practically impossible to achieve complete separation between men and women. Some level of overlap may occur. At the same time, it is incumbent upon the man to fear Allāh while performing ṭawāf and to avoid the women. The area around the Kaʿbah is spacious, and if this means he must perform ṭawāf at the outer edges of the area, then so be it. Likewise, a man should avoid crowding around the Black Stone, especially if women are present there. What matters is that he avoids all situations that may lead to fitnah involving women.
