Wearing Trousers and a Short Dress
Sheikh Uthaymeen raαΈ₯imahullΔh states:
There is no doubt that wearing trousers and a short dress does not fulfill the requirement of covering the 'awrah.
As for trousers, they are tailored to fit the body precisely, with each part having a defined shape, which results in the description and outlining of the body's features. This constitutes a form of exposure, rendering the wearer, in essence, clothed yet uncovered(1).
As for the short dress, it also fails to provide proper coverage of the 'awrah. However, if the dress is short but still covers all parts of the body that are permissible to be exposed in the presence of other women β meaning that only what is allowed to be seen among women is visible β then there is no objection to wearing it in front of other women. This is because a woman is permitted to view from another woman what is beyond the area between the navel and the knee. Therefore, if only those parts are visible, there is no harm when among women.
