It is simply permissible (mubah)—whenever a person needs to urinate, they may do so. This is speech from someone who does not understand or have proper knowledge. It is the speech of someone who learns from laypeople, unqualified people. There are indeed people who take knowledge from laypeople—women learning from unqualified women, and men learning from the unqualified men—in matters of purification, prayer, major impurity, and many other issues.
