Women Are Being Easily Misled, Shouldn't Circumcision be Made Mandatory?

There is a hadith about it, but it is weak, stating that it is an honour (makrumah) for women.
The difference between men and women is that if a man is not circumcised, urine gets trapped between the glans and the foreskin, causing impurity and contamination.
For women, this is not the case; women are free from this issue. However, circumcision for women actually reduces, as we mentioned, their excessive libido. It provides a form of moral purification.
In fact, one brother told me, "We want to launch a campaign enforcing female circumcision these days." I asked him, "Why?" He said, "Because temptations in our time are abundant. If there is nothing to reduce a woman's desire, she will be easily misled."
Honestly, this is a valid point, but since it is not an obligation in the Shari'ah, one cannot compel people to follow it. If someone considers it recommended, it remains recommended.
Additionally, there is the issue of performing female circumcision properly. No one does it well. Is there anyone in hospitals who performs it properly?...
Students: They don't even do it (i.e. in Saudi hospitals).
