Ruling on Bleaching the Eyebrows
Sheikh Sulayman Ar-Ruhaili hafidhahullah states:
As for bleaching the eyebrowsβwhen a woman puts a colour on the eyebrow hairs that is close to her skin tone to make them look lighter and less thick from above and below, so that the hair appears thinner or like a fine line while the hair itself remainsβcontemporary scholars have differed about this.
Some scholars say it is allowed. They explain that it is not plucking (removing) the eyebrows, and the basic rule regarding beautification is that it is permissible. For example, Sheikh Ibn ΚΏUthaymeen (may Allah have mercy on him) said that it is allowed to colour the eyebrow hair with a colour similar to the skin, because the hair remains in place and is not removed, so it is not considered plucking.
Other scholars say it is forbidden because it resembles plucking in its purpose. For example, the Permanent Committee said that bleaching the upper and lower parts of the eyebrows in the way described is not allowed, because it involves changing Allahβs creation and resembles plucking.
After studying this issue carefully, it seems to meβAllah knows bestβthat bleaching falls into doubtful matters, and it is better to avoid doubtful things. However, if a woman does it, she has not committed a sin. If we look at it as simply applying colour for beautification, it is similar to putting makeup on the face, which is allowed. But if we look at it as altering the eyebrow hair in a way that resembles plucking, then it would be forbidden. Because it can be seen in both ways, it is considered a doubtful matter. So it is better for a woman to avoid it, but if she does it, it is not sinful. And if there is a need for it, then there is no problem, Allah willing.
