As for his brother’s wife:
If it is known that she has not persisted in adultery, or that she too has repented, then he should conceal her sin and not inform his brother, because revealing it would bring about serious harm and corruption.
However, if he knows that she continues to commit such acts, then he must expose her misconduct — as a means of preventing evil and advising his brother.
Imām An-Nawawī (may Allāh have mercy on him) said in his commentary on the Prophet’s saying: “Whoever conceals (the faults of) a Muslim, Allāh will conceal him on the Day of Resurrection”
The recommended concealment refers to those who are generally righteous and not known for wrongdoing or corruption. As for those who are known for persistent evil, it is recommended not to conceal them, but to refer their case to the authorities, provided that doing so does not lead to greater harm. Concealing such a person only emboldens him and others to violate the sanctities of Allāh. This applies when the sin has already occurred and ended. But if one witnesses an ongoing sin, it becomes obligatory to stop it immediately if able; otherwise, to report it to the authorities, provided no greater harm results.
Al-Ḥāfidh Ibn Ḥajar said in Fatḥ Al-Bārī (vol. 12, pp. 123–124):
From the case of Māʿiz Al-Aslamī, it is understood that it is recommended for one who has committed a similar sin to repent to Allāh and conceal himself, without informing anyone — as Abū Bakr and ʿUmar advised Māʿiz. Whoever becomes aware of such a sin should likewise conceal it and not expose or report it.
Imām Ash-Shāfiʿī stated decisively: “I prefer that whoever commits a sin and Allāh conceals it for him, that he too conceal it upon himself and repent.” He cited the story of Māʿiz with Abū Bakr and ʿUmar as evidence.
Ibn Al-ʿArabī added: “All this applies to those who are not openly committing sin. As for those who publicise their immorality and are unashamed of it, then I prefer that they be exposed and warned against, so that they and others may desist.”
