For those in countries of disbelief like Britain, I advise my brothers to treat people with gentleness, especially non-Arabs and others who may lack knowledge. One should be patient with them, hoping that Allah, the Exalted, will guide them through that patience. Particularly in such matters where suspicions may lead a woman to cover her face, advice is needed, and one must work to remove such doubts from them. These women may have doubts that cause them to cover their faces—not simply because it is their custom. Customs in Britain and elsewhere are known: it is not the custom there to cover the face, unless it be from their country of origin. In such cases, they should be told that the best guidance is the guidance of the Prophet ﷺ and the righteous predecessors (may Allāh be pleased with them). As for cases where the organisers of these gatherings fear that women might sneak in for illegitimate or harmful purposes, then it is their right to request that women uncover their faces in order to be identified, as a means of preventing harm. So if this is the objective—i.e., there are causes for suspicion and it is likely that certain women may infiltrate the gathering, such as those from among innovators, disbelievers, or those with disgraceful motives who might photograph the women or the like—then this would be among the reasons that justify such caution. In such situations, the organisers of the gathering may prohibit entry to any woman who refuses to uncover her face and whose identity is unknown, especially if there is evidence that others have infiltrated for disgraceful purposes, such as to photograph women or for other intentions. However, if the woman is known but chooses to keep her face covered, then she may be allowed to enter—there is no harm in that—while still continuing to offer her sincere advice. If, by Allāh’s will, they hear this response, and likewise the previous fatwā of Shaykh Ibn ʿUthaymīn (may Allāh have mercy on him)—we will also send you the audio clip—then it is the way of Ahlus-Sunnah wal-Jamāʿah, both men and women, to submit to the Sunnah of the Prophet ﷺ.
