Ibn Baz (may Allāh have mercy on him) said in a recorded statement:
"There is no harm in performing Ruqyah for him, similar to giving him medicine, if he has given a pledge of security (musta'man) or is under a treaty (mu’āhad). However, if he is an enemy combatant (harbi), then it is not permissible. But if he is a protected person or one under a treaty, there is no harm in performing Ruqyah for him, treating him medically, or even helping him financially if he is poor."
