Repeating ʿUmrah in Ramadan

Question:
We sometimes see people performing ʿUmrah multiple times during Ramadan. Is there any harm in this, respected Sheikh?

Yes, there is harm in this, because it goes against the guidance of the Prophet ﷺ and his companions.
The Prophet ﷺ conquered Makkah during Ramadan in the year of conquest (Fat-h Makkah) on the 20th of Ramadan. He and his companions remained in Makkah safe and secure and did not go out to Tan'īm to perform an ʿUmrah, even though it was Ramadan. There is no report that any of the companions performed ʿUmrah from Tan'īm—except for ʿĀ’ishah (may Allah be pleased with her), for a specific reason.
The reason is that ʿĀ’ishah (may Allah be pleased with her) had travelled to Madinah with the Prophet ﷺ during the Farewell Hajj. She was in a state of Ihram for ʿUmrah but experienced menstruation before reaching Makkah. The Prophet ﷺ instructed her to enter Ihram for Hajj instead, so that she could combine (Qirān) Hajj and ʿUmrah. As is known, a person performing Qirān does not perform the acts of ʿUmrah separately, because the acts of ʿUmrah are included in the acts of Hajj.
After the pilgrims completed Hajj, ʿĀ’ishah asked the Prophet ﷺ to perform ʿUmrah. He instructed her to go with her brother ʿAbdurrahman ibn Abī Bakr to Tan'īm and enter Ihram for ʿUmrah, so she did.
Since this situation was specific to ʿĀ’ishah (may Allah be pleased with her) and the Prophet ﷺ allowed it for her because of her particular circumstances, it does not serve as a general evidence for others. Her brother ʿAbdurrahman did not perform ʿUmrah, showing that this ruling was specific to her case.
As for repeating ʿUmrah multiple times: Sheikh Al-Islam relayed a concensus that it is disliked to repeat ʿUmrah. The reasoning is correct, because this is an act of worship that the Prophet ﷺ and his companions did not do. If it were a good or recommended act, the Prophet ﷺ or his companions would have done it first. If it were legislated, the Prophet ﷺ would have made it clear either by his words, actions, or approval. But none of this occurred.
Therefore, if people remain in Makkah and simply perform Ṭawāf around the Kaʿbah, this is better than going out to perform another ʿUmrah. There is no difference whether they perform ʿUmrah for themselves or for their deceased parents. Regarding ʿUmrah for deceased parents, the best action is to pray for them. The Prophet ﷺ said: “When a person dies, their deeds end except for three: ongoing charity, beneficial knowledge, or a righteous child who prays for them.” He ﷺ instructed that one prays for parents but did not instruct performing ʿUmrah, Hajj, or other acts of worship on their behalf.
To conclude: Repeating ʿUmrah during Ramadan—or at any other time—is not from the practice of the Prophet ﷺ or his companions. It is an innovation performed by people who are not following the Sunnah properly.
