Who Is Considered Poor or Needy in Zakah? Sheikh Uthaymin rahimahullah said: First, the poor (faqeer) and the needy (miskeen) share one common description: they do not have enough to cover their needs and the needs of their family for a full year. For example, a man earns 5,000 riyals per month, but even with careful spending, his monthly expenses reach 6,000 riyals. Is he considered poor or needy? Yes. Zakah is permissible for him, even though his salary is 5,000 riyals, because he has a large family and 5,000 is not enough. He needs 6,000. So we say he is poor and eligible for zakah, whether we call him poor or needy. How much should he be given each year? He should be given 12,000 riyals, because he needs an extra 1,000 riyals per month. Over twelve months, that equals 12,000 riyals. Now consider another man who earns 5,000 riyals per month and spends 4,000. His income is the same as the first man. Should he be given zakah? No, because he has enough to cover his needs. A third man earns 5,000 riyals and spends exactly 5,000. Should he be given zakah? No, because he has enough and does not need assistance. So what is the description that includes both the poor and the needy? It is that a person does not have enough to support himself and his family for a full year. Someone may ask: what is the evidence for setting the limit at one year? The answer is that zakah is given once every lunar year. So a person is given enough to cover that year, and in the following year he may receive from new zakah funds if he still qualifies. In this way, Muslims support one another year after year.
