The Permanent Committee said:

«وما كان المقصود منه تنظيم الأعمال مثلاً، لمصلحة الأمة، وضبط أمورها؛ كأسبوع المرور، وتنظيم مواعيد الدراسة، والاجتماع بالموظفين للعمل، ونحو ذلك مما لا يفضي به إلى التقرب والعبادة والتعظيم بالأصالة، فهو من البدع العادية التي لا يشملها قوله ﷺ: ((من أحدث في أمرنا هذا ما ليس منه فهو رد))، فلا حرج فيه، بل يكون مشروعا». “If the purpose of it is, for example, organising activities for the benefit of the community and regulating its affairs — such as traffic week, organising school schedules, meetings with employees for work, and similar matters that do not lead to drawing closer to Allāh, acts of worship, or glorification in themselves — then it is considered a normal, ordinary innovation. It is not included in the Prophet’s ﷺ statement: ‘Whoever introduces into our matter something that is not part of it, it will be rejected.’ There is no harm in it; rather, it is permissible.” [Fatawa of the Permanent Committee, Volume 3, page 89]
