Anyone (i.e. pilgrim) who deliberately bypasses the mīqāt that they were supposed to assume iḥrām from, they are required to return to the same mīqāt. Yes, they must return to the exact mīqāt they bypassed without having assumed iḥrām while their intention was to assume iḥrām. However, if someone bypasses their assigned mīqāt and attempts to proceed to another mīqāt, this requires further consideration, and Allāh knows best.
This is because their obligation is to assume iḥrām at the specific mīqāt assigned to them. They cannot bypass it unless there is another mīqāt further ahead that would still fulfill their obligation, such as the mīqāt for the people of Shām (the Levant), which is Al-Juḥfah (or Rābigh for practical purposes today). For instance, if someone did not assume iḥrām at Dhul Ḥulayfah, it might be argued that they could assume iḥrām at the next mīqāt if it is applicable. However, for most of the remaining mīqāts, there is generally no other mīqāt along the route to justify skipping the original one. Each mīqāt is specific to a geographical direction.
Therefore, to ensure one fulfills their duty and resolves the matter correctly, it is better and safer to return to the mīqāt that was bypassed without iḥrām.
