A question related to Zakah

Question: With regards to yesterday’s fiqh lesson, can ahlul-bid’ah come under المؤلفة قلوبهم? If giving them zakah you hope they may come to the sunnah and leave off their bid’ah?
Answer:
Sheikh Ibn 'Uthaymeen rahimahullah was asked: Is it permissible to give Zakah to the people Ahlul Bid'ah?
He responded:
"Innovations are categorised into two types:
The first type: [بدعة مكفرة] Innovations that amount to kufr and cause a person to leave the fold of Islam. It is not permissible to give Zakah to someone who adheres to such innovations, such as those who believe that the Prophet ﷺ responds to the supplications of those who call upon him, or those who seek help from the Prophet ﷺ, or those who believe that Allah, in His essence, is present everywhere, or those who deny Allāh's exaltation above His creation, and other similar innovations.
The second type: [بدعة مفسقة] Innovations that are less severe and do not lead their adherents to disbelief. Such individuals are still considered Muslims, and it is permissible to give them Zakat if they fall within the categories mentioned by Allah in His Book."

Based on the this, we understand that those who come under the second type (بدعة مفسقة) are generally eligible for Zakah because they are still Muslim. As for the first type (بدعة مكفرة), then they are not eligible for Zakah because they are not Muslim.
However, this second type may be eligible for Zakah if they fit the criteria for المؤلفة قلوبهم.
Sheikh Ibn Baz rahimahullah said regarding the Rafidha:
الرافضة فيهم تفصيل، الرافضة عُبّاد آل البيت وهم كفرة، إذا أعطاه يتألّفه على الإسلام ويدعوه إلى الإسلام ويعطيه يتألفه من هذه الطريقة لا بأس.
The "Rafidah" require some elaboration. Among them are those who worship the family Ahlul Bayt; such individuals are considered disbelievers. However, if one gives it (Zakah) to them in an effort to win them over to Islam and invite them to it, there is no harm in doing so.

With that said, one should seek out righteous Muslims to hand their Zakah to, as Sheikhul Islām Ibn Taymiyyah raḥimahullāh said:
«ولا ينبغي أن يُعطيَ الزَّكاة لمن لا يستعين بها على طاعة الله؛ فإنَّ الله - تعالى - فرضها معونة على طاعته لمن يحتاج إليها من المؤمنين؛ كالفقراء والغارمين، أو لِمَن يُعَاوِن المؤمنين، فمن لا يُصلّي من أهل الحاجات؛ لا يُعطى شيئًا حتى يتوب، ويلتزم أداء الصلاة في أوقاتها».
"Zakat should not be given to those who do not use it in the obedience of Allah. Allah, the Exalted, has ordained it as a means of support for His worship for those believers who are in need, such as the poor and the indebted, or for those who assist the believers. Therefore, anyone in need who does not pray should not be given anything until they repent and commit to performing prayers at their appointed times."
