This is in terms of wilāyah; he acts as a marriage guardian during the nikah - not that he becomes her mahram. If this brother (the potential suitor) wishes to look at her, he comes and her mother should be veiled and modestly covered, and she would be beside her or near her, and he takes a moment to look at her quickly without conversing with her for a long period, because the origin is that a man looks at a woman to see if he would be interested in marrying her. The interaction is brief and permitted due to the need, then he gets up and leaves. Afterwards, he has the choice to pursue her for marriage or decline. Thus, the meeting must be free from khalwah (seclusion). Her mother would also exit with her. Allah knows best.
