Saying bismillaah inside modern-day toilets (after flushing away the Najāsah)

Sheikh Fawzān hafidahullah said: "...Most scholars consider the tasmiyyah before ablution to be recommended, not obligatory, and the meaning of (the hadith) ((لا وضوء)) is a negation of the completeness/perfection according to them, not negation of its essence. This is how they interpret the hadith in this context. As for using a toilet that is free from impurities, and merely serves as a place for relieving oneself, then water is used to flush it away and the impurity is removed without leaving any trace, this does not take the ruling of an actual toilet (كنف/حشوش) where the impurity is present therein and does not disappear. As for the modern-day toilets, they are different; they are cleansed/flushed, and the urine and feces are washed away with the water, leaving no trace behind. Thus, the matter in this regard is less severe, so one should say bismillaah when it comes to performing ablution, even if he is in the toilet." Source: https://t.me/MarkazUthman/2410
