Saying Bismillaah Before Ablution Inside the toilet

Question: Is it permissible to mention the name of Allah in the toilet, and what should the one performing ablution in the toilet do? Should they say the bismillaah aloud or silently? Sheikh Yahya ḥafidhahullāh: "They should step away slightly from the area of relieving oneself, then mention the name of Allah, even if it is done aloud, for indeed the Messenger of Allah, peace and blessings be upon him and his family, recited something from the Qur'ān on Aisha's lap while she was menstruating [Reported by Bukhāri and Muslim].
