Sheikh ’AbdulKhāliq Al-’Imād ḥafidhahullāh said: “With regards to someone who missed the congregation due to a valid reason, if there's no audible adhān in the land that can be heard, then he must make adhān and iqāmah, and if the adhān is heard that is sufficient. Likewise, in the case you mentioned, where the adhān is called but it is not allowed to be be heard outside, then a person calls adhān and iqāmah.”
