Sheikh Muḥammad Al-’Ansi ḥafidhahullāh says:
There is general evidence allowing this. [The Prophet ﷺ said]: “If you see something that you like, say, “اللهم بارك.” That is because Allāh is the One Who created it. Yes, He is the one who created it. You did not say this supplication due to seeing a Kaafir. You merely said it because you saw something that you liked; gardens, flowers, trees, animals, etc. So saying Allahumma baarik is permissible in this case.
{ وَلَوۡلَاۤ إِذۡ دَخَلۡتَ جَنَّتَكَ قُلۡتَ مَا شَاۤءَ ٱللَّهُ لَا قُوَّةَ إِلَّا بِٱللَّه}
“If only you had said, upon entering your property, ‘This is what Allah has willed! There is no power except with Allah!’
[Surah Al-Kahf: 39]
[ḥadīth] “If one of you sees something that he likes, let him send blessings.”
This is general, so as not to afflict it with evil eye, because the reason for saying this is to repel the evil eye, not in order to seek blessing for that thing. It said merely to repel the eye. والله أعلم
