What is the ruling on Picture-making?

EVERY PICTURE IS HARAM WITHOUT EXCEPTION, because the evidences are general. 16:20 - Some allow Picture-making for dawah purposes. The reality is, we are in need of the scholar's voice - NOT HIS FACE. Is the knowledge coming out of his face, or his mouth? And in some masaajid, when the man is giving the Khutbah you have a screen in the women's section where the women are looking at the Khateeb. This can cause a big corruption...what happened to lowering the gaze?!
