It is Sunnah. (ibn baz)
Ibn Abbas radhiyallahu anhu asked Sa'eed ibn Jubair rahimahullah: "Are you married?" He responded in the negative, so Ibn Abbas said:
فَتَزَوَّجْ؛ فإنَّ خَيْرَ هذِه الأُمَّةِ أكْثَرُهَا نِسَاءً
“Get married, for indeed the best of this Ummah (i.e. The Prophet ﷺ) had the most wives.” [Bukhari 5069]
Sheikh Albāni rahimahullah explained that though this is the statement of ibn Abbas and not a ḥadīth from the Prophet ﷺ, it is an encouragement from Ibn Abbas radhiyallahu to follow the example of the Prophet in not only getting married, but marrying more than one woman - upto a maximum of four (more than 4 is something specific to the Prophet ﷺ).
