Can a blind person afflict others with evil eye?

Sheikh AbdulMuhsin Al-Abbad ḥafidhahullāh says:
لعله يصيب إذا سمع عن شيء أعجبه ولم يبرك عليه، والعين تكون من نفس الشخص العائن، ولكن في الغالب تكون بنظر العين، وقد يصيب الأعمى عندما يكون في قلبه شيء من الحسد، فإذا سمع بشيء فيحصل منه -بإذن الله- شيء يصل إلى المعين.
CLARIFICATION:
When speaking about the negative effects of sharing personal photos online, I said something along the lines of “You need to see something before evil eye takes affect...” although this is generally true (في الغالب تكون بنظر العين), there are times where evil eye takes effect whereby someone with envy in his heart hears of something that amazes them and they refrain from seeking barakah upon that thing.
