This is the elaboration (tafṣīl) which I see to be most correct and Allāh knows best.

Although we love that Muslims remain distinct from the disbelievers (in line with the saying of the Prophet ﷺ) ((لا تراءى نارهما)) “Their fires should not be visible to one another.” And we love for our brothers&sisters (in Islām) to migrate to us, but where (will they go)? If ten people come to you, you hardly find anyone to take care of their affairs, so what if a whole nation performs Hijrah?! And then we make Hijrah binding upon them, such that we declare them sinful for remaining in those countries?! Those whom Allāh has declared sinful as stated in Sūrah An-Nisā' (97): {إِنَّ ٱلَّذِینَ تَوَفَّىٰهُمُ ٱلۡمَلَـٰۤىِٕكَةُ ظَالِمِیۤ أَنفُسِهِمۡ قَالُوا۟ فِیمَ كُنتُمۡۖ قَالُوا۟ كُنَّا مُسۡتَضۡعَفِینَ فِی ٱلۡأَرۡضِۚ} “When the angels seize the souls of those who have wronged themselves—scolding them, “What is wrong with you?” they will reply, “We were oppressed in the land.” This is referring to those people who perhaps were unable to manifest the Ṣalāh; people who were unable to manifest their Islām; people who used to increase the numbers of the Kuffar during battles, as mentioned by Ibn ’Abbās in his Tafsīr (of the Āyah) as transmitted by Bukhari; they would accompany the disbelievers in their battles, whereby some of them would get struck with an arrow and fall dead (in that state). So Allāh informed that such people are under a great threat and He relayed what they were upon. As for the Muslim who prays, fasts, whose wife veils herself, perhaps he is able to open a madrasah (school) where he teaches the (correct) ’Aqeedah, he is able to give sermons in some of the masjids; then we say concerning him, if you are able to perform Hijrah, that is recommended. But to make it binding upon him, then we do not make it binding. This is it may Allāh bless you all. ... We know brothers who were unable to settle in (Muslim) countries; they arrived in Egypt and remained there for some time, then they were pressured to leave. They moved to Yemen and remained there for some time, but they were unable to remain for whatever reason. Then they moved to Malaysia...so they were constantly on the move. Furthermore, if his passport expires (what happens)? He migrates from non-Muslim lands then his passport expires! He has to return in order to renew his passport, otherwise no one will accept him, while he and his children have no passports. From the implications of Hijrah is that one leaves and distinguishes himself from them completely, including abandoning their citizenship. But the situation is difficult. You need to have a passport and remain under their citizenship because the Muslim government will not accept you under its own citizenship. It won't give you citizenship, nor your children.
