It MAY be better to pray at home
Sheikh Muqbil rahimahullah said:
“It (i.e. Tarawih prayer) is a Sunnah, and it is comprised of eleven Raka'aat (units), because 'Aishah radhiyallahu 'anha said: “The Prophet ﷺ did not pray more than elven, in Ramadan, nor outside of Ramadan.”
If one adds two short units [to start], such that the total units are thirteen, this is also established.
So this is the Sunnah.
And we advise that it be at at end of the night, because the Prophet ﷺ said concerning the Witr prayer:
“Whoever is afraid of not waking up, let him offer Witr at the start of the night, but whoever desires to get up at the end of the night, let him pray Witr at the end of the night, for prayer at the end of the night is witnessed.” ...
The innovators reject Tarawih prayer (i.e. the Shi'a), while the Prophet ﷺ said: “Whoever prays with the imam until he finishes, it is recorded for him that he has prayed the whole night.” [Narrated by Abu Dawood and Tirmidhi] Referring to the Tarawih prayer.
Likewise, the Prophet ﷺ prayed with them, until he was afraid that it would become obligatory, so he stopped so that it does not become obligatory.
Furthermore, the Prophet ﷺ prayed in congregation at night (on various occasions); Ibn 'Abbas prayed with him once, as did Ibn Mas'ud and Hudhaifah; he prayed with him in congregation.
What's important is that Tarawih prayer in congregation is Sunnah, and whoever is able to pray in his home, then that is better, because they gathered to pray with the Prophet ﷺ in Ramadhan, but he told them: “A person’s prayer in his home is better, except for the obligatory prayers.”
