If you're not able to read Arabic (which is what you need to be able to read the Qur'an), I encourage to check out the playlist on the channel "The basics of Arabic reading & writing". Judging from feedback thus far, they seem to be helping students.

In answer to the brother's question; I thought I'd post here incase anyone is in the same situation:
- physical learning with a proficient teacher is always the best route to learn any islamic science, especially one such as reading
- if physical teaching is not possible, long distance learning over, zoom, phone etc., while avoiding tasweer, is the next best option
- There's an app called
القاعدة النورانية
"Qa'idah Nooraniyyah"
It's a useful way to test yourself. Read the word independently, then click on the word to check if you've read it correctly.
These apps usually have ads. A way around that is to USE THEM OFFLINE.
It's a good app for kids
