Example of the first:
A scholar receives news about an individual through someone whom he trusts, so he takes what he says and bases his Judgement on that, but another scholar does not consider this individual to be trustworthy, and so he gives no consideration to what he transmitted.
Example of the second:
The speech is verified; it is found in tapes and books, or it is relayed by someone who is deemed trustworthy by all parties, however they differ with relation to understanding the speech; is this speech erroneous or not?
Example of the third:
They agree in their understanding, and they all conclude that the speech is erroneous, but they differ in terms of weighing up this error; does it amount to innovation or not?
