Whether he was aware of all the observations or not, I don't know, but what I can tell you for sure is that Sheikh Muhammad Hisham At-Tahiri is among many scholars outside of Yemen who were not convinced with labelling Ubaid an innovator based on what had reached them.
Declaring someone an innovator, especially someone who was once a respected scholar, is not a matter to be taken lightly. It requires complete certainty and full conviction based on evidences - not peer pressure. Many of these Mashaayekh refrained from such declarations because they did not witness the events firsthand, unlike our Mashaayekh in Yemen, and were relying on information passed on to them by people they consider trustworthy.
