[No Necessary Link Between Takfīr and Revolt]

Furthermore, declaring someone a disbeliever does not mean that it is obligatory to revolt against them. Revolt often brings about greater harm than remaining silent, and we cannot give specific examples -at this moment- of the devastating consequences of rebellion that have occurred in the Arab and non-Arab nations. [Conditions for Revolting Against a Disbeliever] Even if it is determined that rebellion is permissible, it must be done with proper preparation and sufficient strength equal to or greater than that of the ruler. [Revolting Without Adequate Power: Foolishness] As for people revolting against a ruler with nothing but knives and spears, while the ruler possesses bombs, tanks, and the like, this is undoubtedly foolishness and contrary to the Sharī‘ah.
