The Seventh Evidence:

Allāh's statement:
﴿إنِ الْحُكْمُ إِلَّا للهِ﴾
“Judgment belongs to none but Allāh.” [Al-An’ām 57, Yūsuf 40]
If someone says: Whoever creates laws on their own accord is challenging Allāh in a matter exclusive to Him, and therefore, is a disbeliever.
The response is threefold:
1. It is not conceded that a ruler who judges by other than what Allāh has revealed is necessarily challenging Allāh’s authority simply by this act, unless he claims the right to do so for himself.
2. Those who hold this view would be required to declare an unjust ruler a disbeliever, whereas it is unanimously agreed by Ahlus-Sunnah that such a ruler does not become a disbeliever, as has been previously mentioned (see page #).
3. Furthermore, holding this view would also necessitate declaring the image-maker a disbeliever, whereas it is unanimously agreed by Ahlus-Sunnah that the image-maker does not become a disbeliever, as has been previously mentioned (see page #).
