Allāh's statement: ﴿أَمْ لَهُمْ شُرَكَاء شَرَعُوا لَهُم مِّنَ الدِّينِ مَا لَمْ يَأْذَنُ بِهِ الله﴾ "Or do they have partners who have legislated for them of the religion that which Allāh has not authorised?" [Ash-Shūrā 421] If someone said: The one who rules by other than what Allāh has revealed is sharing in Allāh’s legislation, and thus he is a disbeliever. The response: The Āyah only refers to the disbelief of the one who alters the divine law. This is because it declares disbelief for those who combine two characteristics: 1. Legislation: "They have legislated for them" 2. Attributing it to the religion: "of the religion" I say: This is what is known as "alteration," which, as previously mentioned (on page #), is unanimously agreed to be an act of disbelief.
