I conclude this discussion with a comment by Al-Albāni, may Allāh have mercy on him, concerning Allāh's statement:
﴿وَمَن لَّمْ يَحْكُم بِمَا أَنزَلَ اللهُ فَأُوْلَئكَ هُمُ الْكَفِرُونَ﴾
"And whoever does not judge by what Allah has revealed, then it is those who are the disbelievers" [Al-Mā'idah 44]. He said:
«مَن آمن بشريعة الله تبارك وتعالى، وأنها صالحة لكل زمان ولكل مكان، ولكنه لا يحكم فعلاً بها؛ إما كُلًّا، وإما بعضاً أو جزءاً، فله نصيب من هذه الآية! له نصيب من هذه الآية! لكنَّ هذا النصيب لا يصل به إلى أن يخرج من دائرة الإسلام»
"Whoever believes in the Shariah of Allah, the Exalted, and that it is suitable for all times and places, but does not actually implement it—either in whole, in part, or in some instances—then he has a share in this Āyah! He has a share in this Āyah! However, this share does not reach the level that expels him from the fold of Islam." [Silsilah Al-Hudā wa An-Nūr, tape 218, minute 29]
