Anyone who considers alteration to be an act of disbelief is consequently required to view every instance of ruling by other than what Allāh has revealed as an act of disbelief. However, this view contradicts the consensus of Ahlus-Sunnah, and the evidence for this contradiction is twofold: 1. The scholars have unanimously agreed that not every instance of ruling by other than what Allāh has revealed constitutes major disbelief. Ibn ’Abdil-Barr, may Allāh have mercy on him, said: «وأجمع العلماء على أن الجور في الحكم من الكبائر، لمن تعمد ذلك، عالماً به» "The scholars have unanimously agreed that unjust judgment is among the major sins anyone who knowingly and deliberately engages in it." [At-Tamhīd (16/358)]. 2. Anyone who rules by other than what Allāh has revealed is, by necessity, replacing Allāh's law with another, and the description of alternation cannot be absent in any instance.
