Abū Ḥayyān Al-Andalusi, may Allāh have mercy on him, said:

«واحتجت الخوارج بهذه الآية على أن كل من عصى الله تعالى فهو كافر، وقالوا: 'هي نص في كل من حكم بغير ما أنزل الله؛ فهو كافر، وكل من أذنب فقد حكم بغير ما أنزل الله؛ فوجب أن يكون كافراً'»
"The Khawārij used this Āyah as evidence that anyone who disobeys Allāh is a disbeliever. They claimed: 'This Āyah is a clear text that whoever rules by other than what Allāh has revealed is a disbeliever, and anyone who commits a sin has ruled by other than what Allah has revealed; therefore, they must be a disbeliever.'" [Al-Baḥr Al-Muḥīṭ].
Muḥammad Rashīd Riḍhā, may Allāh have mercy on him, said:
«أما ظاهر الآية؛ لم يقل به من أئمة الفقه المشهورين، بل لم يقل به أحد(1)»
"None of the renowned jurists have interpreted the Āyah according to its apparent meaning; in fact, no one has ever supported this interpretation (1)." [Tafsīr Al-Manār (6/336)].

(1) His statement 'no one has ever supported this interpretation' is understood in one of two ways: either he is conveying the view of Ahlus-Sunnah without addressing the views of the Khawārij, or it implies that both minor and major sins are included in the general meaning of the Āyah, whereas the Khawārij only declare major sins as disbelief.
