BENEFIT 210: Voluntary 'Umrah

Sheikh Abdulhamīd Az-Zu'kari ḥafidhahullāh was asked if it was permissible to take a picture for the sake of performing a second, voluntary 'Umrah.
He responded:
"...The sin is on the one who compelled him to take the picture. A person should not be deprived of the virtuous acts of worship due to such obstruction or because of something they were forced to do while they are not pleased with it.
A passport or ID card is usually with a person most of the time, so they have become necessities. We do not say that because they have become necessities, Tasweer is permissible. Instead, we say the sin falls upon those who impose it.
Otherwise, countries could issue passports based on fingerprints or some other form of identification. There is no need for pictures. Praise be to Allah, the Lord of all worlds."
