Sheikh Abdulhamīd Az-Zu'kari ḥafidhahullāh was asked:
A man from the Hizb Al-Fuyūsh claims that you issue fatwas permitting surveillance cameras in shops?
The Sheikh responds:
"We have never issued such a fatwa, nor will we ever do so inshaAllah. Tasweer is forbidden through authentic evidences from the Sunnah. So how then can we issue a fatwa permitting Tasweer?! We seek peace and well-being from Allah. But if you are asked about the ruling on praying in a Masjid that has a camera (CCTV), a person should pray, and the responsibility falls on those who mandated and installed it. If one finds a Masjid without a camera, they should go there. However, in some countries, cameras have been installed in all Masjids and many shops. Should we then say not to enter for your needs?! Enter, and the sin is on those who mandated it. But to capture images of oneself or to personally install a camera, we advise against it, as it involves major sins and severe violations."
