Sheikh Yūsuf Al-Jazaa’iri hafidahullāh said:
"What's apparent from this is what is known as Tawheed A-Mutāba'ah and Tawheed of Allah the Exalted. Tawheed Al-Mursal - the Mursal (The sender) being Allah the Exalted - and this entails His singling Him out in three aspects: Tawheed Al-Ulūhiyyah (singling out Allah with all acts of worship), Tawheed Ar-Rubūbiyyah (singling Allah put in His lordship), and Tawheed Al-Asmā' wa As-Sifat (singling Allah out in His of Names and Attributes). Tawheed Al-Mursal, on the other hand, signifies singling out the Prophet ﷺ through following him alone: by adhering to his teachings, believing in what he conveyed, obeying his commands, avoiding what he forbade, and worshipping Allah in accordance with what He legislated. This is called Tawheed Al-Mutāba'ah. So, if you are asked about the divisions of Tawheed, it is possible to say that Tawheed is divided into two categories: (1) Tawheed of Allah and (2) Tawheed of the Prophet Muhammad ﷺ. As for Tawheed of Allah, it is divided into three aspects (Tawheed Al-Ulūhiyyah, Tawheed Ar-Rubūbiyyah, and Tawheed Al-Asmā' wa As-Sifāt). And as for Tawheed of the Prophet ﷺ, it is relates to singling him out through following, and you include what was mentioned earlier.
However, it is incorrect to say: Tawheed of Allah is divided into two categories: Tawheed Al-Ulūhiyyah, Tawheed Ar-Rubūbiyyah, Tawheed Al-Asmā' wa As-Sifāt, and Tawheed Al-Mutāba'ah. This is a mistake.
So, when you say Tawheed of Allah, it must be confined to the three categories of Tawheed. And if you generalise and say Tawheed is divided into two: Tawheed of Allah and Tawheed of following, you mention the three divisions when you say Tawheed of Allah, then Tawheed of the Prophet Muhammad ﷺ means singling him out through following.
Thus, what is meant by Tawheed Al-Mursal is Tawheed of Allah because He is the one who sent His Prophet with guidance and the true religion. And Tawheed Al-Mursal, i.e., Tawheed of following [the Prophet ﷺ]."
