The questioner says: Does any disobedience to the ruler constitute rebellion? Such as disregarding traffic signals and riding motorbikes (if they are banned)? Sheikh Abdulḥamīd Az-Zu'kari: No, this is not rebellion. There is a distinction between disobedience and rebellion, so do not separate between similar matters, nor conflate between dissimilar matters. When they ordered to abandon congregational prayers due to COVID-19, many scholars in this country (Yemen) were of the view that congregational prayers should continue, because people were still gathering in qaat markets and restaurants. So why should they be prevented from the masjids? Some of the Hizbees went so far as to say that this constitutes rebellion. But there is no rebellion! Rebellion is to ostracise the ruler, supporting those who rebel against him...etc. But in a situation where you might be in the right, then there is no obedience (to the creation) in disobedience (to the creator). If the ruler commands disobedience, there is no obedience in disobedience. And if he commands obedience, but you disobey him only after careful consideration (ijtihad), I hope there's nothing wrong with that, so long as this does not lead to rebellion, arousing hatred, excommunication, or violence.
