Q3: What is the ruling on performing iʿtikāf in a mosque that has surveillance cameras?
A3: As for the iʿtikāf, it is valid.
However, one should make an effort to perform iʿtikāf in a mosque upon the Sunnah, where there are no innovations or acts of disobedience, such as photography.
Some people compare this to the presence of cameras in al-Masjid al-Ḥarām and al-Masjid an-Nabawī. This is an invalid analogy because the circumstances are different. The cameras there have been installed by the authorities, may Allah guide them, and they have considered what they believe to be in the public interest. There may also be a necessity for them in those honoured places, in order to protect the large numbers of pilgrims, those performing ʿumrah, those performing iʿtikāf, and those praying, as well as to make it easier to monitor those who may be lying in wait or intending harm.
Q4: What is the ruling on attending the lessons of Salafi scholars and callers to Islam when they are being recorded?
A4: We advise attending the lessons of Ahlus-Sunnah where there is no photography taking place in their gatherings.
Q5: Is there a principle or guideline regarding this matter? The mosques in our area are full of cameras, except for one mosque. Is it permissible for us to hold lessons, khuṭbahs, and the prayers in these mosques? What about voluntary acts of worship?
A5: If you cannot find anything other than a mosque in this situation, and it is a mosque upon the Sunnah but these cameras have been imposed upon it, then establish the prayers, lessons, and khuṭbahs there.
