Sheikh Yahya Al-Hajoori hafidhahullah said:
It is not considered rebellion against the ruler to reject or condemn any wrongdoing that goes against the Book of Allah and the Sunnah of His Messenger ﷺ, as long as it is done without incitement, without causing chaos or fitnah, and without any form of uprising, revolt, or attempt to overthrow authority.
