Shaykh Salih Al-Fawzan said:
“As for that which they now call ‘Khurooj’ (as the Tableeghis claim when they go out for da‘wah), then this is an innovation. It has not been reported from the Salaf.
A person going out to call to Allah is not restricted to specific days. Rather, he calls to Allah according to his capability, without restricting it to a group, forty days, or any lesser or greater period.
Likewise, it is obligatory upon the caller that he possess knowledge. It is not permissible for a person to call to Allah while he is ignorant.
Allah Ta‘ālā says:
{قُلْ هَـذِهِ سَبِيلِي أَدْعُو إِلَى اللّهِ عَلَى بَصِيرَةٍ}
‘Say, O Muhammad: This is my path; I call to Allah upon insight.’ [Yūsuf 12:108]
Meaning: upon knowledge. This is because the caller must know what he is calling to regarding what is obligatory, recommended, prohibited, or disliked.
He must also know what constitutes shirk, sin, disbelief, and evil deeds.
He must also know the levels of forbidding evil and how it is to be carried out.
Going out for da‘wah in a manner that distracts one from seeking knowledge is a false action, because seeking knowledge is obligatory, and it is not attained except through learning. It is not attained through inspiration. This is from the superstitions of the misguided Sufis.
Actions without knowledge are misguidance, and seeking to attain knowledge without learning is a mistaken illusion.” [Al-Muntaqā 1/67]
