Shaykh Sālih ar-Radā'î حفظه الله
Scholars are of 3 types:
1. 'Ālim millah (religion)
He speaks that which is in Book of Allāh or the Sunnah of the Messenger ﷺ, regardless of whether it is in his favour or against him.
أَنِ اتَّبِعْ مِلَّةَ إِبْرَاهِيمَ حَنِيفًا
{Follow the religion of Ibrâhîm Hanif (Islâmic Monotheism - to worship none but Allâh)...}
اتَّبِعُوا مَا أُنزِلَ إِلَيْكُم مِّن رَّبِّكُمْ
{Follow what has been sent down unto you from your Lord...}
وَقُلِ الْحَقُّ مِن رَّبِّكُمْ ۖ فَمَن شَاءَ فَلْيُؤْمِن وَمَن شَاءَ فَلْيَكْفُرْ
{And say: "The truth is from your Lord." Then whosoever wills, let him believe; and whosoever wills, let him disbelieve...}
His path is the Qur'ān and the Sunnah, irrespective of who is pleased or who is displeased by it, as long as he treads in his da'wah upon the understanding on the righteous salaf, with siyāsah shar'īyyah (legislated politics). He actualizes the statement of the Prophet ﷺ
فعليكم بسُنَّتي وسُنَّةِ الخُلَفاءِ الرَّاشِدينَ المَهْدِيِّينَ
[Upon you is my Sunnah and the Sunnah of rightly guided Khulafā...]
2. 'Ālim ummah (people)
The one who acts or speaks in accordance to the majority. The one who manipulates the truth and fatāwā to suit the people and to gain their acceptance. He does not follow the evidences rather looks into masālih (interests) and fears the people, so he issues fatāwā to please the majority's view so as not to lose their support, regardless of whether it is haqq (truth) or bātil (falsehood).
3. 'Ālim dawlah (state)
The one who is with politics, from amongst the hypocrites. Whatever suits the state, he issues his fatāwā accordingly like a salaried employee. He does so to please them and to maintain his position, irrespective of what is halāl or harām and what is haqq or bātil.
فَمَاذَا بَعْدَ الْحَقِّ إِلَّا الضَّلَالُ ۖ فَأَنَّىٰ تُصْرَفُونَ
{So after the truth, what else can there be, save error? How then are you turned away?...}
Note: For better clarity, some parts have been added from another speech of the shaykh حفظه الله. In this the shaykh also mentioned that he benefitted this from a book of Ibn 'Uthaymīn رحمه الله.
