BENEFIT 458: Religious Responsibility in the Absence of Sharia Governance

Question: A number of questions have been received from individuals stating that they live in certain Muslim countries where Islamic law is not implemented, while others reside in non-Muslim countries. They ask: How should obedience be practiced in such circumstances?
Sheikh Salih Al-Fawzan hafidahullah responds:
Those who reside in non-Muslim countries should establish an Islamic centre to which they can refer. This centre should include scholars, jurists, and righteous individuals from among them who can help resolve their issues. They should have a place for gathering and consultation—an Islamic centre—similar to those that exist, by the grace of Allāh, in other countries. These centres serve as points of reference and help resolve many problems.
As for those who live in Muslim countries, they must fear Allāh, do what is within their capacity, offer sincere advice, call others to Allāh, and advise the authorities. Perhaps Allāh will rectify the situation in the future.
