Clarification and Refutation: On Ruling by What Allāh Has Revealed and Addressing False Accusations

In the Name of Allāh, the Most Gracious, the Most Merciful All praise is due to Allāh, the Lord of all worlds, and may peace and blessings be upon His trustworthy Messenger. I bear witness that there is no deity worthy of worship except Allāh, the Sovereign, the Clear Truth, who said: "Thus We explain the signs in detail, so that the way of the criminals may become evident." [Al-An‘ām: 55]. And I bear witness that Muhammad is His servant and messenger, the truthful and trustworthy one. May Allāh’s blessings and peace be upon him, his family, and his companions until the Day of Judgment. To proceed: Someone contacted me, stating that he was from Deir ez-Zor, Syria, and mentioned that his name was Mustafa. I responded to his call out of hope that I might be able to benefit him, knowing well the people's dire need in Syria for sincere scholars. This was due to several reasons: 1. The dominance of the Ba‘thist Nusayri (Alawite) and Rafidah sects over them for an extended period, resulting in widespread ignorance. 2. The spread of Khawarij in those areas, including ISIS, Al-Qaeda, and Jabhat An-Nusra at that time. 3. My hope that through assisting him and others like him, Allāh would bring about benefit. However, the problem arose when I observed argumentative behaviour from the man. Following the way of the righteous predecessors, I closed the door to disputation by ending the call. He then publicised the matter under the title: "The Flight and Rebuff of Abdulhamid Al-Hajuri Az-Zu‘kari by one who rules by what Allāh has revealed..." Thus, it became necessary to respond with a scholarly refutation titled: "A Knowledge-Based Response to the Khariji Who Accused Sheikh Abdulhamid Al-Hajuri Az-Zu‘kari of Being a Jahmi." And Allāh is the source of success. Following this, I decided to compose a treatise clarifying this matter in a way that would benefit the Muslim, both in knowledge and practice. I entitled it: "Ruling by What Allāh Has Revealed, and the Judgment Concerning Those Who Rule by Other Than What Allāh Has Revealed."
