Jarḥ must not be driven by personal desire or self-interest, but rather must be carried out as a matter of religious duty and in protection of the upright manhaj. It should be undertaken by those qualified for it. Declaring someone an innovator, a sinner, or a disbeliever is not the role of students or beginners; rather, it is the responsibility of distinguished scholars—those known for righteousness, piety, knowledge, and reverence.
Just as the implementation of legal punishments is the right of rulers and their deputies—such as governors and judges—likewise, the matters of declaring innovation, sinfulness, or disbelief are the right of the scholars. Students of knowledge follow their lead, transmitting their statements, disseminating them among the people, and acting upon them—because these are reports from trustworthy individuals that must not be rejected.
The discussion regarding the Manhaj of Ahlus-Sunnah wal Jamāʿah, and the significance of jarh and taʿdīl, is extensive.
