Pay attention to An-Nawawi's speech: “There are two [distinct] duties required from him...(1) to enjoin good and forbid evil within himself, and (2) to enjoin good and forbid evil with others.” These people fulfilled the second duty; did they do it sincerely - الله أعلم, but they definitely failed in fulfilling the first duty (enjoining good and forbidding evil within themselves).
