When does the last 10 begin? العشر الأواخر تبدأ من إحدى وعشرين. The last 10 starts from the 21st. [Ibn Baz raḥimahullāh - source] Evidence: Abu Sa'id Al-Khudri (may Allāh be pleased with him) reported: "The Prophet ﷺ used to observe i'tikaf during the middle ten days of Ramaḍhān. One year, he performed i'tikaf until the night of the twenty-first, which is the night after which he would normally conclude his retreat. He then said: 'Whoever has been observing i'tikaf with me should continue for the last ten nights. I was shown this (blessed) night but was made to forget it. However, I saw myself prostrating in water and mud on its morning. So, seek it in the last ten nights (of Ramaḍhān).’" [Sahih al-Bukhari, Hadith No. 2027] _ Sheikh ’Uthaymeen raḥimahullāh said: العشر الأواسط أفضل من العشر الأول، والعشر الأواخر أفضل من العشر الأواسط، وتجدون هذا في الغالب مطرد وأن الأوقات الفاضلة آخرها أفضل من أولها، ويوم الجمعة عصره أفضل من أوله، ويوم عرفة عصره أفضل من أوله، والحكمة من هذا والله أعلم أن النفوس إذا بدأت بالعمل كلّت وملّت فرغّبت بفضل آخر الأوقات على أولها حتى تنشط فتعمل العمل الصالح. "The middle ten days are better than the first ten, and the last ten days are better than the middle ten. You will find this trend to be generally consistent; that virtuous times vary in that the last portion is better [than the first portion]. The last portion of Friday is better than its first, and the last portion of 'Arafah is better than its first. The wisdom behind this, and Allah knows best, is that when souls take on deeds, they eventually become fatigued and bored, thus the virtue of the later portion acts as an incentive, motivating them to strive in righteous deeds."
