Question: What is the ruling on establishing charitable organisations that call to Tawheed, support the callers to it, and build masājids, knowing that they are established with official permission from that state?
Sheikh Salih Al-Fawzān ḥafidhahullāh:
My brothers, if it is for doing good and spreading it—even if it is with permission from the state—then do good. Even if the state is non-Muslim, if it allows you to do good and helps you in doing so without imposing any condition that compromises your religion(1), then there is no harm.

Sheikh Salih Al-Fawzaan hafidhahullah said: “Splitting and dividing into groups or charity organisations (جمعيات) is from the affairs which our religion has prohibited. Our religion demands from us that we refrain from differing and opposing one another in ideas; because this differing does away with the Da'wah efforts. So it is incumbent upon us to be one [united] group upon the manhaj of Islam and the sunnah of the Messenger ﷺ. This is the duty of the Muslims.” [Al-Muntaqa Page 22 Chapter 45]
