If these fundamental pillars for establishing a legitimate Islamic charitable organisation are not in place, then I do not advise proceeding with such a project. Not because it is an innovation—for I have already stated that methods may differ as long as they serve legitimate objectives—but because I was asked this same question from Yemen via telephone, and my response was the same as what I am stating here.
Therefore, I do not recommend continuing this endeavour unless the project can be significantly scaled down, as I suggested earlier. From a practical perspective, if the scope is reduced, the ruling authorities might allow the money to be kept in a secure place under the supervision of a trustworthy individual rather than being deposited in a bank.
Representative: As long as it operates under the label of an "organisation," the legal framework may not permit it to function independently of the banking system.
