BENEFIT 347: Are charity organisations allowed to deduct a portion of donations to pay employee salaries and generate additional funds under the justification o
Sheikh Ibn ’Uthaymeen (may Allāh have mercy on him) said: «(وَالْعَامِلِينَ عَلَيْهَا): هم الذين أقامهم الإمام، أي ولي الأمر، لقبض الزكاة ، وتفريقها فيهم. وهم عاملون عليها، أي: لهم ولاية عليها» "{Those employed for it} These are the individuals appointed by the Imam, that is, the ruler, to collect and distribute the zakat. They are considered workers over it, meaning they have authority over it." [Liqa' al-Bab al-Maftuh (141/13)] The Permanent Committee for Islamic Research and Ifta' issued a fatwa stating: «لا يجوز للقائمين على جمع التبرعات من المحسنين لصرفها في الوجوه الخيرية، أن يُعْطُوا منها شيئًا للموظفين لديهم، أو لمن يقومون بجمعها من المحسنين المتبرعين؛ لأن المتبرعين دفعوها لهم لإيصالها إلى مستحقيها، أو صرفها في أعمال البر. فهم يعتبرون وكلاء للمتبرعين في إيصال الأموال إلى من خصصت له؛ والوكيل لا يتصرف إلا في حدود ما أذن له فيه» "It is not permissible for those responsible for collecting donations from donors to spend any of it on their employees or those who are involved in collecting the donations. The donors have given their contributions with the intention of delivering them to the rightful recipients or using them for charitable purposes. The collectors are acting as agents for the donors, entrusted with delivering the funds to those designated, and an agent may not act beyond the scope of what they have been authorized to do."
