BENEFIT 325: Cautioning against widespread sins does not constitute incitement against the rulers

Sheikh Uthaymeen raḥimahullāh says: Warning against clear wrongdoings does not fall under incitement, as long as the warning is not directed specifically at the leader. For example, if one says, "There is widespread (sin) among us, such as an abundance of ribaa, immorality, musical instruments, etc." and warns the people about it, there is no harm in that. It should not be claimed that this constitutes incitement against the leaders. However, if someone explicitly states, for instance, "So-and-so has flung the doors wide open to such and such acts," then this constitutes incitement.
