Sheikh Ibn ’Uthaymeen rahimahullah stated:
«من كان مؤمناً تقيّاً كان لله وليّاً، ومَن لم يكن كذلك فليس بولي لله، وإن كان معه بعض الإيمان والتقوى كان فيه شيءٌ من الولاية»
"Whoever is a faithful, pious believer is a wali (friend) of Allah, and whoever is not so is not a wali of Allah. However, if a person possesses some faith and piety, they will have some degree of wilayah (spiritual proximity) with Allah." [Fatawa Muhamimmah (p. 83)]
